Public Infrastructure Debt and Mill Levy Information
Debt Authorized for Public Infrastructure:
On November 7, 2006 and November 6, 2007, the District’s electorate authorized total
indebtedness of $163,400,000 for the purpose of providing certain improvements and
facilities. The District's Service Plan limits the amount of bonds that the District has the
authority to issue to $26,000,000. After the issuance of the 2019 Bonds and the Series 2020
Non-revolving Line of Credit Note, the District’s remaining debt authorization under its
Service Plan is $0.
Maximum Mill Levy to Repay Public Infrastructure Debt (Debt Service Mill Levy):
50 Mills, adjusted for changes in the calculation of assessed value, after January 1, 2004.
Type of Revenue Used to Repay Public Infrastructure Debt:
· Ad Valorem Property Taxes
· The portion of the Specific Ownership Tax which is collected as a result of imposition of the Debt Service Mill Levy
· LOC Fees (1-time fee of $1,000 due at the time a building permit is issued)
· System Development Fees (1-time fee of $4,000 due at the time a building permit is issued)
